The Association of Pharmacy Technicians UK (APTUK) welcomes the publication of draft legislation from the Department of Health and Social Care (DHSC)and the devolved governments, following the 2023 consultation on pharmacy supervision. The proposed amendments to the Medicines Act 1968 and The Human Medicines Regulations 2012 represent a significant step forward in recognising and expanding the role of pharmacy technicians within the healthcare system.
These legislative changes support the modernisation of pharmacy practice and promote more effective use of the pharmacy workforce. Key proposals include:
- Allowing trained team members to hand out checked and bagged prescriptions, aligning legislation with current practices such as home delivery and secure collection services
- Enabling pharmacists to authorise registered pharmacy technicians to carry out, or supervise others in carrying out, the preparation, assembly, dispensing, sale, and supply of medicines
- Empowering pharmacy technicians to supervise the preparation, assembly, and dispensing of medicines in hospital aseptic facilities
APTUK actively contributed to the government’s consultation through member engagement, expert panels, and strategic discussions.
We are committed to continue working collaboratively with DHSC, the General Pharmaceutical Council, the Royal Pharmaceutical Society, the Pharmaceutical Society NI, and the Pharmacy Forum of Northern Ireland to support the implementation of these changes.
APTUK will also be co-developing guidance for pharmacy teams on:
- The safe and effective handing out of pre-checked medicine bags in pharmacy settings
- Robust models for the authorisation and accountability of pharmacy technicians
In addition, APTUK has begun working with the NHS Quality Assurance Committee, regulators, and partners to revise the 2016 standards for the quality assurance of aseptic preparation services, with updated standards expected by the end of 2026.
APTUK remains committed to supporting pharmacy technicians and the wider pharmacy team by developing clear, consistent guidance and standards that reflect the evolving scope of practice.
